5 - to fight the phenomena of repetition and drop out of school.
6 - Developing a gender approach in the educational system.
7 - the inclusion of children with special needs.
8 - to focus on knowledge and basic skills (reading, writing, and arithmetic, and civil behavior).
9 - to improve the quality of school life.
10 - establishing a school of respect.
11 - Rehabilitation of the educational display at the secondary level (open new routes and the people).
12 - to encourage excellence.
13 - improve the educational offer in higher education (diversification of formations and routes and certificates).
14 - to encourage scientific research.
15 - strengthen the competencies of educational frameworks.
16 - development of mechanisms for tracking and evaluating educational frameworks.
17 - the rationalization of human resource management of the system.
18 - complete the workshops and Allatrkiz decentralization, restructuring and rationalization of the ministry. 
19 - improve the planning and management of the system.
